Economic development efforts

I am wondering what people think of organizations such as World Business Chicago, chaired by Paul O'Connor, and other organizations that promote Chicago as a place to do business.

First, do you think Chicagoland does more or less economic self-promotion than other metros--in terms of incentive dollars spent and/or number of organizations and people employed as metro salespeople?

Do you the existence of such organizations actually makes any difference for the region? Would not Boeing and/or Fortune Brands have moved to this area from Seattle and NJ respectively, anyway?

What do you think about the act of providing business tax breaks to companies that move here from elsewhere? This seems like a zero-sum game. Any ethical considerations? A necessary evil? Do you think the incentives pay off in the long run for Illinois? Any research on this?>
