Where was this picture taken, and how can I get there?

I know this is taken near the Shedd Aquarium...but how can I get to this area, and is there parking? I just got a new tripo, and was hoping to try it out after classes end tomorrow. is it easy to get there from UIC and is there metered parking near by?>
