SW corner Michigan and Roosevelt

Is it the Mich Ave Tower being built here? What exactly is being built there? Correct me if I'm wrong, but isn't Michigan Avenue supposed to have a streetwall? It appears, last I was in Chicago, that whatever is being built there has a long low-rise garage and, more importantly, places an ugly blank wall along Roosevelt Ave. west of Michigan Ave. Am I seeing things?>
