sales tax, what?

This just came out of the blue, is city hall in need of some emergency cash or what? 9%?? How will this affect Chicago short and long term? I think city hall should leave it at 9% for some of the more expensive joints like Mich. Ave., but for the neighborhoods and stuff, it might hurt them.>
